Bart Park was named President of CCMC in 2004. Since joining the firm in 1988, he has served in a number of operational leadership roles, the most recent of which was the Vice President responsible for the Arizona Region. During his seven year tenure in that role he oversaw the substantial growth of the company's operations in Arizona, New Mexico, Nevada and Utah. Each year of his leadership experienced exponential growth within the region.

In addition to his education at Northern Arizona University, Mr. Park has been awarded both the Association Management Specialist (AMS) and Professional Community Association Manager (PCAM) designations from the Community Associations Institute (CAI). He is also recognized as a Certified Manager of Community Associations (CMCA) by the National Board for Certification for Community Association Managers (NBC-CAM). He has served two terms as President of the Central Arizona Chapter of CAI, is a member of the CAI National Faculty, and is one of the founding members and directors of the Arizona Association of Community Managers (AACM).

Mr. Park has a unique grasp of the potential of a new community and has become expert in foreseeing the existing and future needs of large scale developments both from a governance and operational standpoint.

Judith L. Alspaugh, CPA, CAAM, PCAM

Ms. Alspaugh, Chief Financial Officer, has overall responsibility for supervision of financial matters in the Regional offices, as well as corporate financial matters. Before being named CFO, she served as Regional Vice President for CCMC and was responsible for property management operations in first Houston and later Dallas. Before joining CCMC, Ms. Alspaugh was a partner in a property management firm and headed its property maintenance department. Her company was acquired by CCMC in 1981, at which time she joined the firm.

Her career prior to 1981 spanned 13 years in the accounting and management field. Ms. Alspaugh received her accounting degree from the University of Miami (Florida) and is a Certified Public Accountant (CPA). Ms. Alspaugh was awarded the prestigious Professional Community Association Manager (PCAM) designation from the Community Association Institute (CAI) in 1991. Ms. Alspaugh's memberships include Texas Society of Certified Public Accountants, American Institute of Certified Public Accountants. She served as a member of the CAI National Manager Designation Ethics Committee and in 1992 she served as President of the Dallas/Fort Worth Chapter of CAI.

David W. Gibbons, CPM, PCAM

Mr. Gibbons as President of the Central Division has primary responsibility for the firm's operations in the Central Division including all community management in Texas, Florida and Colorado. In addition, he assists with the company's national developer client consulting services as well as staff training issues. Mr. Gibbons has been a hands-on community association management practitioner since 1979. An accounting major at the University of Texas, Mr. Gibbons is one of the few industry professionals to hold both the coveted Certified Property Manager (CPM) designation from the Institute of Real Estate Management (IREM) and the Professional Community Association Manager (PCAM) designation from the Community Associations Institute (CAI).

Committed to improving the industry, Mr. Gibbons has been actively involved in IREM and CAI since 1979. In 1990, he was named CAI's Outstanding Volunteer of the Year. He was editor of CAI's Community Management periodical from 1993 to 1996. Mr. Gibbons served three years as a National Trustee of CAI, was CAI's Educator of the Year in 1991, served as CAI National President in 1992 and received the Institute's Distinguished Service Award in 1996. During 1995 and 1996, he headed CAI's Blue Ribbon Task Force on Manager Licensing which envisioned and developed a national manager certification program and helped create the National Board of Certification for Community Association Managers (NBC-CAM).

Mr. Gibbons is a frequent speaker, guest lecturer and educator for the community association industry, throughout the United States, as well as past speaking engagements in Canada and Japan.

Tony Ledvina, CMCA, AMS, CAAM, PCAM

Tony Ledvina was promoted to President of the Western Division of CCMC in 2007. He joined CCMC in 2000 as the Community Manager for Estrella Mountain Ranch. The Estrella Mountain Ranch master planned development encompasses 20,000 acres with an anticipated build out of 45,000 homes. During his tenure at Estrella Mountain Ranch, the community grew to 3,000 homes, constructed the Starpointe Residents Club, a national award winning recreation center, and developed a staff that continues to provide high quality service to the community and to the industry. Prior to joining CCMC, Tony worked for United Development Corporation in Mill Creek, WA for 18 years where he was responsible for land development of a 3,200 home master planned community. Work for UDC included serving on the Mill Creek Community Association Board of Directors from 1986 to 2000, including serving as its Secretary/Treasurer as well as serving on the Developer Transition Committee and on the Architectural Control Committee.

Tony earned the CMCA and AMS designations in 2002, PCAM designation in 2003 and CAAM designation in 2005. He has served on homeowner association boards in Arizona and Washington State and currently serves on the Board of Directors for the West Valley Homeowners Association for the Phoenix metropolitan area. Tony earned his B.S. in Geography with an urban planning emphasis from the University of Wisconsin at Platteville.

D. J. Cole

D. J. joined CCMC in November of 2007 and oversees Shared Services which includes client financial and accounting services, human resources, information technology and corporate facilities.  D. J. brings more than 25 years of financial and leadership experience, most recently as Chief Financial Officer of Cold Stone Creamery, the fastest-growing ice cream concept in the U. S. During his three years at Cold Stone, D. J. built and led the in-house finance and information technology teams during the company’s significant growth from 900 U. S. locations to 1,450 locations around the world.  He also served five years as Chief Financial Officer and Vice President of Administration for AG Communication Systems, a developer and manufacturer of advanced products for telecommunications service providers.

 

D. J. is a CPA and spent three years in the audit practice of Arthur Andersen. He earned an MBA in financial management and business policy from the University of Chicago and a degree in accountancy from the University of Notre Dame.  D. J. is a past board member and program director of the Arizona Chapter of Financial Executives International and his other memberships include the American Institute of Certified Public Accountants and the Arizona Society of Certified Public Accountants.

Bill Overton, CAAM, PCAM

Bill Overton was promoted in March, 2007 to Vice President of the Western Division for CCMC in Scottsdale, Arizona. Mr. Overton joined CCMC in 2002 as the Community Manager for Desert Mountain – a master planned development that encompasses 8,000 acres with an anticipated build out of 2,500 homes.  Prior to joining CCMC, Mr. Overton managed upscale master-planned communities for more than twenty years in Texas, Arizona, and Hawaii.
As Vice President, Mr. Overton acts as mentor to managers and communities in the Phoenix area and in Utah. His passion lies in helping owners become constructively involved in their communities, and in the process making America’s neighborhoods better places in which to live and recreate.
A graduate of the University of Texas at Austin with a BA in Business Administration, Mr. Overton earned his PCAM designation in 1994 and CAAM designation in 2006.  He has served on homeowner association boards in Arizona and Hawaii, and is also a member of the Community Associations Institute (CAI) having served in many capacities over the years as a member of its National Board of Trustees, as a National Faculty Member, and as a Contributing Editor to Common Ground Magazine. Mr. Overton has also received the following CAI distinguished service awards for his contributions to the community management industry over the years – Author of the Year, Educator of the Year, and the Outstanding Volunteer Service Award; and remains active in the industry as a frequent speaker, guest lecturer and educator throughout the United States.

Deborah Bowers, CMCA, AMS, PCAM

Ms. Bowers is Vice President of the Central Region. She joined the CCMC family five years ago as a portfolio manager of both single family and condominium communities. Ms. Bowers’ interest in marketing and early property development found her working on new client development with the Executive Team. This collaborative effort has resulted in substantial growth of the Central Region.

Recognizing the growth of the area north of Dallas, Ms. Bowers headed up the opening of the McKinney Texas office. In a period of three short years the office has grown to manage (37) metroplex communities.

Ms. Bowers was then promoted to Director of Community Management where her duties included the daily operations of the satellite office as well as the supervision of the McKinney staff.

Ms. Bowers holds the Professional Community Association Manager (PCAM) designation, as well as earned the Association Management Specialist designation (AMS) from the Community Associations Institute (CAI). Ms. Bowers has also been recognized as a Certified Manager of Community Associations (CMCA) by the National Board of Certification for Community Association Managers (NBC-CAM).

Delores Ferguson
, a native of Arizona, joined Capital Consultants Management Corporation in early 2006 with more than 19 years of HOA industry experience. 

Prior to coming on board with Capital Consultants Management, Delores was managing over nine communities throughout the Phoenix area.  Delores also has experience in training and working with new managers and Board members, and has previously served as a professional mediator in HOA Disputes.  

Delores has earned several professional designations; including her CAAM (Certified Arizona Association Manager), CMCA (Certified Manager of Community Associations) and AMS (Association Management Specialist). She is currently pursuing her PCAM (Professional Community Association Manager).

Donna A. Zanetti, PCAM

Donna Zanetti brings over 20 years experience in the public and private sectors to her position as Vice President. Before joining CCMC in 2003 to manage an upscale active adult community, Ms. Zanetti served as Executive Vice President for an 11,000 home master planned community in the metropolitan Washington, DC area. She has a master’s degree in recreation and offers considerable experience in recreational facilities management and leisure planning.

Ms. Zanetti holds the Professional Community Association Manager (PCAM) designation as well as the Nevada Community Association Manager Certificate. She is active at both the national and local level, serving on the CAI National Large Scale Manager’s Committee, Nevada CAI Chapter Board and training manager candidates to achieve their state certification. She served previously on legislative action committees lobbying at both the state and local level. In recognition of her work, she was awarded the Public Advocate Award from the Washington Metro Chapter of CAI in 1999. She is a regular contributor to CAI publications and has been a speaker on disaster planning, reserves funding, disability awareness and fair housing issues.

Mr. Stephens was named Vice President with Capital Consultants Management Corporation in 2006. Since joining CCMC in 1989, he has served in a number of operational leadership roles, the most recent of which was the Community Associations Manager for a large scale Master Planned Community in the Las Colinas area of Irving, Texas. Mr. Stephens also served as Director of Maintenance at the Central Division Office in Dallas for three years.

In addition to his education at Trinity University where he earned a Bachelor of Science in Business Administration, he is active in the local chapter of Community Association Institute. Mr. Stephens is recognized as a Certified Manager of Community Associations (CMCA) by the National Board of Certification of Community Association Managers (NBC-CAM). Mr. Stephens has also been awarded both the Association Management Specialist (AMS) and prestigious Professional Community Associations Manager (PCAM) Designation from the Community Associations Institute (CAI) 

Sandy Matteson-Pierson, PCAM, LSM

Sandy Matteson-Pierson joined CCMC as part of the firm’s expansion into Northwest Florida. She has more than twenty years experience managing signature communities throughout Florida for some the state’s most prestigious builders and developers.

 

Ms. Matteson-Pierson is a graduate of Florida State University where she served in several student government leadership roles. She began her career in community association management shortly after graduation working for Arvida, a developer specializing in the development of master planned communities. Most recently she was the Regional Community Manager for The St. Joe Company in Northwest Florida.

 
Ms. Matteson-Pierson has been awarded the prestigious Professional Community Association Manager (PCAM) designation with further recognition of her achievements managing master planned communities with the receipt of the Large Scale Manager (LSM) designation, both awarded by the Community Associations Institute (CAI). In additional to her professional recognition, she is actively involved in CAI serving as Vice Chair of the Institute’s Large Scale Managers Committee as well as serving in the same capacity for the Foundation for Community Association Research. She is a former President of the Gold Coast Chapter of CAI and an instructor for community college classes for manager licensing.

Stephanie J. Fee, CAAM, PCAM

Stephanie Fee has been employed with CCMC for 20 years. Ms. Fee began her community management career in our Dallas region where she managed a portfolio of condominium associations. In 1991, Ms. Fee relocated to the Phoenix area, taking on a portfolio of 8 condominium associations and a master planned community of 2,500+ homes. Ms. Fee provides consulting services for pre-development communities and oversees the on-site managers in the East Valley and Santa Fe, New Mexico.

As Vice President, Ms. Fee acts as mentor to both the portfolio and the on-site managers at various large communities in the area. Her mentoring duties include presentation of the CCMC philosophy to new employees and to new homeowners in the many communities under our care. Her vast experience in community association management is a valuable asset to those who work with her.

Ms. Fee serves on the board of directors of The Leadership Centre and East Valley non profit agency dedicated to the education of community association and neighborhood leaders. She earned the PCAM® designation in 1991 and is a CAI Certified Proctor for facilitation of the M-100 examination. She has also achieved her Certified Arizona Association Manager designation.

Todd Davidson, CMCA, AMS, CAAM

Todd Davidson is the newly appointed Vice President of the Western Division in Scottsdale, Arizona.  Todd joined CCMC in 2003 as Club Director for Estrella Mountain Ranch.  In 2005, he became the Community Manager for Vistancia, a community that will consist of 17,000 homes with a 900 acre preserve and commercial, mixed-use and business park facilities.

 

Prior to joining CCMC, Todd designed and manager several corporate recreation facilities in Arizona and Texas.  He received his MBA from the University of Phoenix.

 
Mr. Davidson holds the CAAM designation (Certified Arizona Association Manager), CMCA (Certified Manager of Community Associations) and AMS (Arizona Management Specialist). He is currently pursuing his PCAM (Professional Community Association Manager).  He also serves on the Board of Directors for the West Valley Homeowners Association for the Phoenix metropolitan area.
